II. The Stakes — A greening mandate at city scale

A national commitment, now measured district by district.

The Dubai 2040 Urban Master Plan moved greening from a policy aspiration into a measurable commitment with a published horizon. Quality-of-life targets and federal climate obligations now sit on top.
